Recent evidence suggests that historical boundary precedents play a central role in the outbreak, character, and long-term consequences of territorial disputes. The institutional theory of borders holds promise in explaining why leaders find old borders to be attractive as new borders. However, the mechanisms that link historical precedents to territorial claims and their consequences are not fully specified in the extant literature. I argue that there are three key arguments that can explain why boundary precedents are associated with subsequent disputes: (...) ease of justification, perpetual conflict over territories of particular value, and persistent coordination around old borders. I argue that the coordination mechanism is essential to understanding the connections between historical boundary precedents and territorial disputes. (shrink)

The standard behavioral index for human consciousness is the ability to report events with accuracy. While this method is routinely used for scientific and medical applications in humans, it is not easy to generalize to other species. Brain evidence may lend itself more easily to comparative testing. Human consciousness involves widespread, relatively fast low-amplitude interactions in the thalamocortical core of the brain, driven by current tasks and conditions. These features have also been found in other mammals, which suggests that consciousness (...) is a major biological adaptation in mammals. We suggest more than a dozen additional properties of human consciousness that may be used to test comparative predictions. Such homologies are necessarily more remote in non-mammals, which do not share the thalamocortical complex. However, as we learn more we may be able to make “deeper” predictions that apply to some birds, reptiles, large-brained invertebrates, and perhaps other species. (shrink)

An interruption. Rethinking the first three chapters of this book, I have come to suspect that, not unlike Iris Murdoch and Emmanuel Levinas, the way I imagine ‘ethics’ floats on an idea that any ethical substantive position or ethical theory is always shaped through our existential condition and our embodied encounter with others. To Murdoch, existence is the disposition for our responses to the ways in which we perceive reality, and yet, although these responses are always part of who we (...) are, they are not always part of what we do, and so, we set ourselves ethical tasks when we desire to act ethically. As scholar Bridget Clarke argues, “to attend to something [for Murdoch] is to approach it with a just and loving eye, and therewith to perceive it in its unbounded particularity and complexity, and so, as it truly is.” Or as I argue, to attend to the other ‘justly and lovingly’, Murdoch would instruct, is not merely to accurately collect details about the other and then arrive at an approximation of its being, but also to apprehend the other as ‘distinctly singular’ and ‘distinctly foreign’ from oneself–which at once forgoes any assimilation of the other into oneself, incidentally. The recognition of the other as ‘one who embodies human otherness and dignity’ becomes the condition for and coherent way of imagining and accessing moral reality. Moreover, for Diane Davis, this “being-for-the-other names a pre-originary obligation to respond to the other [and] it is in this response that both the self and the other emerge as existents” whose ethical projects are each challenged by the markedly different and infinitely other being. This obligation, Levinas might also say, is an ‘authority’ that is experienced like the effect of the other upon me, so that I am subsequently motivated to enact ethical task-making. I am not, therefore, “pulling everything other into the same, the known, the comprehended,” nor am I looking to any normative theories as authoritative templates from which I act ethically. And so, unlike Husserl, I am not “joining the philosophical tradition in its fundamental disrespect for all things other,” but instead, by dispositioning myself between these theories in responsible Levinasian fashion, I will be tracking them in response to their confronting me, and not as normative theories that are applicable to real and lived experiences. In traditional studies in the psychology of reasoning, the focus was on inference from arbitrary assumptions and not at all from beliefs, and classical binary logic was presupposed as the only standard for human reasoning. But recently a new Bayesian paradigm has emerged in the discipline. This views ordinary human reasoning as mostly inferring probabilistic conclusions from degrees of beliefs, or from hypothetical premises (...) relevant to a purpose at hand, and as often about revising or updating degrees of belief. This Element also covers new formulations of dual-process theories of the mind, stating that there are two types of mental processing, one rapid and intuitive and shared with other animals, and the other slow and reflective and more characteristic of human beings. Management information system (MIS) professionals have a central role in technology development, determining how technology is used in organizations, and the effects it has on clients and society. MIS stakeholders have expressed concern regarding MIS professional's role in computer crime, and security of electronically stored information. It is recognized that MIS professionals must make decisions based on their professional ethics. The Association for Computing Machinery (ACM) and the Data Processing Management Association (DPMA) have developed codes of ethics to help guide (...) practitioners with ethical professional decision making. In this study, a model was developed from the combined ACM and DPMA codes of ethics and used in the construction of a survey instrument. The survey was conducted using public sector MIS professionals, and findings relative to the influences that codes of ethics, ethical enforcement systems, and membership in professional organizations has on ethical perception were studied. In addition, the influence that ethical obligation to particular constituencies had on respondents' ethical attitudes was also investigated. The study indicated that ethical obligation of public sector MIS professionals is stronger for management and employers than for peers, society, or clients. (shrink)

Sometimes researchers explicitly or implicitly conceive of authorship in terms of moral or ethical rights to authorship when they are dealing with authorship issues. Because treating authorship as a right can encourage unethical behaviours, such as honorary and ghost authorship, buying and selling authorship, and unfair treatment of researchers, we recommend that researchers not conceive of authorship in this way but view it as a description about contributions to research. However, we acknowledge that the arguments we have given for this (...) position are largely speculative and that more empirical research is needed to better ascertain the benefits and risks of treating authorship on scientific publications as a right. The chapter focusses on the Scottish natural philosophy of the late eighteenth century represented by John Anderson (1726–1796) and John Robison (1739–1805), which is considered a link between Newton’s natural philosophy and nineteenth-century physics in Britain (Kelvin and Maxwell). Anderson and Robison have to be seen in a tradition of Scottish Newtonians established in the seventeenth century by David Gregory and John Keill and specifically shaped in the Mid-eighteenth century through the chemical-physical work of Joseph Black and the common-sense (...) philosophy of Thomas Reid. These latter Newtonians built on Newton’s theory of matter and short-range forces as indicated in Query 31 of his Opticks (Black) but also on his Rules of Reasoning of the second edition of his Principia (Black and Reid) and in this way created the theoretical framework in which Anderson and Robison developed their natural philosophy. In the center of their natural philosophy, which was oriented on experimental investigations, were the manifold open questions of the Baconian sciences of that time - theories of heat, light, electricity, magnetism as well as the understanding of the phlogiston. The chapter thus provides insight into the specific way in which the Newtonian camp participated in early modern natural philosophical speculations about minute particles of matter, fluids, or the propagation of light and heat. To promote ethical conduct in science, government funding agencies, academic institutions, and professional journals have defined some types of seriously unethical behaviors as research misconduct and have developed policies and procedures for reporting, investigating, and adjudicating allegations of misconduct. Behaviors that are not as egregious as misconduct but are still regarded as unethical are called questionable research practices. Although there is considerable variation in research misconduct definitions used by different organizations and nations, most of them classify data fabrication or falsification (...) or plagiarism as misconduct. This chapter will distinguish between research misconduct, questionable research practices, and fraud; describe policies and procedures related to misconduct; review some famous cases of misconduct; examine the prevalence and causes of misconduct; and discuss ways of preventing misconduct. David B. Wong proposes that there can be a plurality of true moralities, moralities that exist across different traditions and cultures, all of which address facets of the same problem: how we are to live well together. Wong examines a wide array of positions and texts within the Western canon as well as in Chinese philosophy, and draws on philosophy, psychology, evolutionary theory, history, and literature, to make a case for the importance of pluralism in moral life, and to (...) establish the virtues of acceptance and accommodation. Wong's point is that there is no single value or principle or ordering of values and principles that offers a uniquely true path for human living, but variations according to different contexts that carry within them a common core of human values. We should thus be modest about our own morality, learn from other approaches, and accommodate different practices in our pluralistic society. (shrink)

This book is a selection of articles by David Zilberman, a prolific author, whose tragic untimely death did not allow to finish many of his undertakings. Zilberman’s work represents a fresh word in the way of philosophizing or philosophy-building and the technique of modal methodology. This book comprises of thirteen independent articles that are not related by content. The point of thematic convergence of these articles is the way they reflect the new way of methodological thinking through the application (...) and benefits of modalization or modal methodology that unfolds unbound possibilities of philosophic elaborations. By shifting constantly from one position to another, Zilberman disclosed the antinomicity of all types of thought. Such an approach led him to outline for the first time his major attempt to start creating not "systems" but "sums" of philosophies so that the philosophical activity would be able to re-emerge on the slopes of such "sums." The book can be used as a starting point of a discussion, especially in study of philosophy. We imagine it can be used in undergraduate classes on World Philosophies or Intercultural Philosophy courses. Yet these essays make up for that, and afford younger students of theology a starting point for their reflections beyond the fads of the moment, yet seizing the challenge of contemporary proposals. His grasp of classical and of modern idiom, together with his range of reading, make him a theologians' theologian par excellence. For with his classical mentors he is concerned with conceptual coherence, yet equally anxious to respond to the anthropological perspectives of contemporary theological inquiry. Briefly characterized, the work brings Thomas Aquinas into dialogue with Heidegger and with Whitehead, using each of the latter figures to challenge an earlier " Thomistic" synthesis of the thought of Thomas Aquinas, and highlight dimensions of his theology hitherto left quite implicit. The identification of God as that One in whom essence and existing are identical sets the stage for Hill's explicitly theological treatment of free persons, by analogy with the " persons " of the divine triunity: " each divine person ' posits ' the others as over and against himself and thereby posits himself in his hypostatic identity. What all this bases itself upon is the understanding that the Christian revelation of freedom as radically constituting personhood enables it to function as a category which surmounts the Greek dichotomizing of reality into contingency and necessity " (117). If the identification of existing with essence in God confronts Heidegger's critique of " ontology," Hill's use of classical trinitarian thought to suggest a fruitful distinction in human creatures between nature and freedom allows him at once to correct the caricature of Aquinas proffered by process theologians as "classical theism," and 521 522 BOOK REVIEWS also to profit by their criticisms of the use of hellenistic categories like impassibility in divinity. "The key... lies in the mystery of freedom. Abstractly, freedom is a property of nature, but its exercise is the pre· rogative of person as the existential instantiation of nature. Finite natures need to negotiate all sorts of causal influences in effecting such a determination of themselves; not so " an infinite nature whose freedom is transcendent." Yet faith-knowledge alone is insufficient to account for Jesus' extraordinary gifts as a teacher: for this we must appeal to a special charism along the lines of an infused knowledge. According to Torrell this knowledge is best understood by reference to Aquinas's mature teaching on prophecy: God equipped the prophets with an infused light (but not infused ideas) enabling them to communicate divine truths to (...) others. Likewise, God conferred on Jesus an infused light akin to that of the prophets, but with this qualitative difference: in him the lumen is a permanent feature of his cognitive life (a habitus), while it is given to the prophets only intermittently (per modum actus). Aquinas insists that the creator's primary intent is the "order of the universe," and Bernard Lonergan's dissertation on "operating grace" in Aquinas's writings managed to move beyond the stalemated discussion of "sufficient" and "efficacious" grace precisely because he displayed how any discourse about grace had to be connected with larger theorems of the creator's operation in creation. What speaking of the divine action called "grace" requires is a set of metaphysical skills adequate to speaking of the "order of the universe" as created. A tall order, whose scope the published edition of his dissertation-Grace and Freedom-so understated that its implications have been missed by many philosophers and theologians fascinated with such questions. Stebbins's careful reconstruction of that text reminds us of its daunting scope. And part of the reason it can do so is that he illustrates both the method and conclusions of Grace and Freedom through a later text which Lonergan had composed (in Latin) for a course on grace offered from 1947 to 1960: De ente supernaturali (which will appear in volume 16 [Early Latin Theology] of the Collected Works of Bernard Lonergan, published by BOOK REVIEWS 485 University of Toronto Press). The significance of this collateral source is that it can profit from and respond to Henri de Lubac's epochal Surnaturel (1946). For those not familiar with Grace and Freedom, as well as some who thought they were, a list of Stebbins's chapters manages to convey the scope of Lonergan's achievement: 1. The Role of Understanding in Theological Speculation; 2. The Principal Instance of Supernatural Being: The Created Communication of the Divine Nature; 3. Thirteenth-Century Breakthrough (The "Theorem" of the Supernatural); 4. Supernatural Transformation of Human Activity; 5. Obediential Potency and the Natural Desire to See God; 6. Molinist and Bannezian Systems; 7. Theoretical Perspective on Divine Concourse; 8. Contingence, Sin and Divine Efficacy. As always, Lonergan must actively reflect on method while executing a theological inquiry, so Stebbins rightly begins with his insistence that such inquiry must be more than "just a networks of concepts; it is primarily an act of understanding" (xix)-Chapter 1. Then, following the expository order of De ente supematurali, he shows how Lonergan roots the supernatural in the theorems developed to speak of the natural: of creation itself. ("Theorem," as we shall see, is a favorite word of Lonergan's, intimating what it takes to move beyond our imaginations to a set of propositions able to articulate the metaphysical issues at stake.) The hereditary neurodegenerative disease spinal muscular atrophy (SMA) with childhood onset is one of the most common genetic causes of infant mortality. The disease is characterized by selective loss of spinal cord motor neurons leading to muscle atrophy and is the result of mutations in the survival motor neuron (SMN) gene. The SMN protein has been implicated in diverse nuclear processes including splicing, ribosome formation and gene transcription. Even though the genetic basis of SMA is well understood, it is not (...) clear how defects in these ubiquitous processes result in motor neuron degeneration leaving other tissues unaffected. Recent evidence from animal and cell culture models of SMA points to roles for SMN in neurite outgrowth and axonal transport. Disruption of these functions might be particularly detrimental to motor neurons given their high metabolic demands and precise connectivity requirements, thus providing a possible explanation for the specificity of motor neuron susceptibility in SMA. Modern science is big business. Governments, universities, and corporations have invested billions of dollars in scientific and technological research in the hope of obtaining power and profit. For the most part, this investment has benefited science and society, leading to new discoveries, inventions, disciplines, specialties, jobs, and career opportunities. However, there is a dark side to the influx of money into science. Unbridled pursuit of financial gain in science can undermine scientific norms, such as objectivity, honesty, openness, respect for research (...) participants, and social responsibility. The main lines of this exploration are quite simply drawn. That the God whom Jews, Christians, and Muslims worship outstrips our capacities for characterization, and hence must be unknowable, will be presumed as uncontested. The reason that God is unknowable stems from our shared confession that ‘the Holy One, blessed be He’, and ‘the Father almighty, creator of heaven and earth’, and certainly ‘Allah, the merciful One’ is one ; and just why God's oneness entails God's being unknowable deserves discussion, (...) though that will occur as we move along. The issue facing us is the one which preoccupied al-Ghazali: how does a seeker respond to that unknowability? The root meaning of the Arabic word for ‘student’ means ‘seeker’, and that attitude of ‘seeking the face of God’, along with the indescribability of the face, will be presumed throughout our discussion. That's why we are struck with the clumsy term ‘unknowable’ rather than its more euphonious Greek form ‘agnostic’. For Western agnostics are such largely because they cannot find God sufficiently compelling, while they ‘would not have the impudence to claim to be atheists’ – as one contemporary seeker puts it. So theologians feel it necessary to enclose the term in quotation marks when discussing, say, Aquinas' ‘agnosticism’ regarding divinity. Yet a genuine unknowing does lie at the heart of the inquiry of the Jew, Christian or Muslim seeking after God; indeed, it is the unknowing which distinguishes a search for God from lusting after idols. So let us follow al-Ghazali in an effort to discover the lineaments of both search and seeker after an unknowable God. (shrink)

In Color Conscious, K. Anthony Appiah and Amy Gutmann, two eminent moral and political philosophers, seek to clear the ground for a discussion of the place of race in politics and in our moral lives. Do psychological traits predict philosophical views? We administered the PhilPapers Survey, created by David Bourget and David Chalmers, which consists of 30 views on central philosophical topics (e.g., epistemology, ethics, metaphysics, philosophy of mind, and philosophy of language) to a sample of professional philosophers (N = 314). We extended the PhilPapers survey to measure a number of psychological traits, such as personality, numeracy, well-being, lifestyle, and life experiences. We also included non-technical ‘translations’ of these views for eventual use (...) in other populations. We found limited to no support for the notion that personality or demographics predict philosophical views. We did, however, find that some psychological traits were predictive of philosophical views, even after strict correction for multiple comparisons. Findings include: higher interest in numeracy predicted physicalism, naturalism, and consequentialism; lower levels of well-being and higher levels of mental illness predicted hard determinism; using substances such as psychedelics and marijuana predicted non-realist and subjectivist views of morality and aesthetics; having had a transformative or self-transcendent experience predicted theism and idealism. We discuss whether or not these empirical results have philosophical implications, while noting that 68% of our sample of professional philosophers indicated that such findings would indeed have philosophical value. This essay explains the inescapability of moral demands. I deny that the individual has genuine reason to comply with these demands only if she has desires that would be served by doing so. Rather, the learning of moral reasons helps to shape and channel self- and other-interested motivations so as to facilitate and promote social cooperation. This shaping happens through the “embedding” of reasons in the intentional objects of motivational propensities. The dominance of the instrumental conception of reason, according to (...) which reasons must be based in desires of the individual, has made it harder to recognize that reasons shape desires. I attempt to undermine this dominance by arguing that the concept of a self that extends over time is constructed to meet the demands of social cooperation. Prudential reasons to act on behalf of the persisting self's desires are often taken to constitute the paradigm of reasons based on desires of the individual. But such reasons, along with the very concept of the persisting self, are constructed to promote human cooperation and to shape the individual's desires. (shrink)

In this collection, Stations on the Journey of Inquiry, David Burrell launches a revolutionary reinterpretation of how any inquiry proceeds, boldly critiquing presumptuous theories of knowledge, language, and ethics. While his later publications, Analogy and Philosophical Language (1973) and Aquinas: God and Action (1979), elucidate Aquinas's linguistic theology, these early writings show what often escapes articulation: how one comes to understanding and "takes" a judgment. Although Aquinas serves as an axial figure for Burrell's expansive corpus of scholarship spanning more (...) than fifty years, this selection of essays presents other positions and counterpositions to whom his own philosophical theology is beholden: Plato, Aristotle, Cajetan, Kant, Peirce, Moore, Wittgenstein, Sellars, Weiss, Ross, McInerny, and Lonergan. With renewed interest in philosophy of language by postmodern thinkers as well as in the wake of Mulhall's Stanton Lectures on Wittgenstein and "Grammatical Thomism," the publication of these formative writings proves timely for the academy at large. David Annis is professor of philosophy at Ball State University. In this essay, Annis offers an alternative to the foundationalist-coherent controversy: "contextualism." This theory rejects both the idea of intrinsically basic beliefs in the foundational sense and the thesis that coherence is sufficient for justification. he argues that justification is relative to the varying norms of social practices.

A preliminary attempt is made to analyze the intraspecihc aggressive behavior of mammals in terms of specific neural circuitry. The results of stimulation, lesion, and recording studies of aggressive behavior in cats and rats are reviewed and analyzed in terms of three hypothetical motivational systems: offense, defense, and submission. A critical distinction, derived from ethological theory, is made between motivating stimuli that simultaneously activate functional groupings of motor patterning mechanisms, and releasing and directing stimuli that are necessary for the activation (...) of discrete motor patterning mechanisms. It is suggested that motivating stimuli activate pathways that converge upon sets of homogeneous neurons, called motivational mechanisms, whose activity determines the motivational state of the animal. A defense motivational mechanism is hypothesized to be located in the midbrain central gray. In addition to tactile, auditory, and visual inputs from the paleospinothalamic tract, lateral lemniscus, and (perhaps) from the pretectum, it may receive inputs from a major forebrain pathway whose functional significance is not yet understood. A submission motivational mechanism is also thought to be located in the central gray. In addition to inputs for defense, it is thought to receive a necessary input from a "consociate (social familiarity cue) modulator" located in the ventromedial hypothalamus, which can switch behavior from defense to submission. The location of the hypothetical offense motivational mechanism is not known, although the pathways by which it is activated are traced in some detail. (shrink)
